Selectmen's Minutes 4/3/07
The weekly meeting of the Board of Selectmen was held on Tuesday evening, April 3, 2007 at 7:35 p.m.
 
Present: Peter A. Hamilton, Chairman; Theresa McNulty, Clerk; David L. Walsh
            George Samia, Town Administrator
            Karen Grabau, Adm. Assistant
 
Mr. Hamilton noted that the Town lost a long time member of the community, Paul Garabedian, who had worked for at Town Hall for several years. Asked for a moment of silence in Paul’s memory.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the minutes of the March 27, 2007 meeting.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the minutes of the Emergency Joint Meeting of the Board of Selectmen and School Committee on Sunday, March 18, 2007.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the East Bridgewater Viking Sports Parents holding their 5th Annual Viking Sports Parents 5k Run/Walk Toad Race on Saturday, April 7, 2007.
 
Mrs. McNulty noted that the race would begin and end at the High School; starting time 9:00 a.m.; race leaves High School upper parking lot and proceeds down Bedford Street to Whitman Street then to Plymouth Street, ending at high School.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the Application for use of Sachem Rock Farm submitted by Marjorie Winsor for the East Bridgewater Garden Club’s Annual Plant Sale on Friday, June 8 (set-up), Saturday, June 9 sale from 9 a.m. – 2:30 p.m. and Sunday, June 10th (raindate/clean-up).
 
M/McNulty, s/Walsh, move to approve the Rules for “Dogs on town Owned Property” as submitted by Chief of Police, John E. Cowan.
 
Mr. Walsh suggested that the rules be attached to the Dog By-Law as part of the Town’s By-Laws.
 
M/Walsh, s/McNulty, amend the motion, move to place the “Rules for Dogs on town Owned Property” as an amendment to the Dog By-Law for an article on the Annual Town Meeting Warrant.
Vote on amendment: Yes – Walsh, McNulty, Hamilton; a unanimous vote in favor of amendment.
Vote on motion as amended: Yes – Walsh, McNulty, Hamilton; a unanimous vote in favor of motion as amended.
 
M/McNulty, s/Walsh, a unanimous vote, move to approve the request of Maria Buckley for the Friends of Sachem Rock for use of the Sachem Rock Farm for a Vernal Pool Exploration on Saturday, April 14, 2007, 10:30 a.m.
 
STAFF REPORT
Town Report – waiting for several additional reports; then will begin printing
 
Annual and Special Town Meeting Warrants – putting warrants together; will be ready for distribution in next few days for review by Selectmen, Town Counsel, Finance Committee, etc.

ANNOUNCEMENTS
           
            Committee Openings:
                        Recreation Commission - 1 vacancy; letters of interest to Selectmen’s Office
                        Open Space Committee – need several persons for committee; letters of interest
to Don Nelson
 
BOARD DISCUSSION
 
            Board agreed to set up meetings with various departments/committees/boards over the
next three weeks to discuss budgets. Schedule will be April 10 – General Government; April 17 – Public Safety; April 24 – Schools.
Requested that letters be sent to Departments and Finance Committee; will post as joint meeting with Finance Committee.
 
            Board reminded residents that Wednesday evening, the Board would host another Open
Forum to discuss the Capital Stabilization Fund and explain the over-ride question on Saturday’s ballot. Time will be set aside for questions. Mr. Walsh noted that the over-ride is specifically for the Capital Stabilization Fund and can’t be used for operational budgets.
 
            It was announced that John Haines has been notified that the funding for sidewalks on
Elm Street will be funded and the project will go forward.
 
Mr. Samia in meeting at 7:50 p.m. Noted that he has been at the Finance Committee meeting.
 
TOWN ADMINISTRATOR REPORT
 
            Discussed budget with Finance Committee. At this time the budget is balanced. Plans to
present a balanced budget to town meeting.
 
REMINDERS
 
            Senior Wellness Fair – Wednesday, April 4 at Standish Sportsman Club, 10 a.m. – 2 p.m.
 
OPEN FORUM
 
            John Donovan, E.B. Sports Parents, thanked Board for their support of 5k Race. Noted
that all profits go to sports program at high school and scholarships to seniors. Invited all residents to come out and join in race and support students.
 
Russ Hannagan, CATV Director informed the Board that updates to the town’s website have been completed; site more user friendly. Site is www.eastbridgewater.ma.gov
Also noted that Channel 9 is carrying a bulletin reminding residents of Saturday’s election.
 
Mr. Hannagan also requested continued assistance in fighting the Verizon/cable bill; asked that residents write letters against bill to their Senators and Representatives; noted that bill if passed could eliminate local access channels, etc.

M/McNulty, s/Walsh, move to recess Open Meeting to be reconvened on Wednesday, April 4, 2007 at 7:00 p.m. for the Open Forum on Capital Stabilization Fund and Over-ride.
